The way he describes woman, it would seem more logical that society has placed the female in the chains. The fact that the chains are loose, for me dictates that societies view is altering and a greater respect for woman is becoming more prominent. Metaphorically, society is "loosening" it's harsh view of woman and their role in society. The woman is in a cross-like formation, making an allusion to Genisis and the role of Eve in the "destruction" of perfection and the current state of man.
